To "flat, but still cute":
Hey sister, I'm also pretty flat and was really hung up about it. But fortunately for us i think fashion is turning towards small breasts. Have you noticed that lots of high fashion models and gorgeous celebrities (e.g. Gwyneth Paltrow) are pretty flat, and they often don't wear bras (though of course they're also stick thin). Big boobs are really "80s" (and porno), whereas small boobs are more 21st century and glamorous.
When i was a bit younger i really got into a particular branch of radical feminism. During that time i strutted around, proudly sticking out my flat, braless chest in tight, boyish t-shirts. I cultivated a cute androgyne image and felt truly empowered. This period was the peak of my self confidence.
I might have been happy to retain that ideal forever if i had been a lesbian, or had more guts. But as i got older, i got bored and felt like dressing up and learning how to do the whole 'femme fatale' thing, simply because it's an interesting thing to do. (Btw I'm in my mid-20s and utterly hopeless at applying makeup! Can you actually find beauticians to teach you that kind of thing...?)
But you know, it can become a bit of an obsession. I went from loving my body to being really paranoid about my small boobs, because in my quest for a "feminine" image, i absorbed a lot of mainstream media ideals. I enjoyed dressing up "like a woman" but felt increasingly disempowered. There seemed to be so many rules to follow. Getting a boyfriend also got me hung up on male ideas about womens' beauty (i.e. big boobs). Furthermore, my older sisters were continuously telling me, "you have no boobs" and "you have to wear a padded bra".
Of course, I still won't wear a padded bra because i think it looks and feels stupid (and 80s). As for wonderbras, my boobs are so small that they don't come in my size, and in any case i have very little to actually push up.
A significant event for me was seeing an actress on stage with boobs like mine... and she was sooo truly sweet and feminine. She wasn't even a professional actress, but she became a kind of role model for me i guess.
Society's obsession with big boobs is such a man thing, and (straight) men know nothing about fashion or style. The boobs that guys jack off to in porno images could never look good in the garments you see on the catwalks.
My main fear is of ever getting fat. Flat chests can be glamorous on thin girls, but what the hell does one wear if one is plump and yet tiny-breasted? What a terrifying prospect.
Would be great to read from more people.

I've noticed many AF desire brand-name clothes, but not the price (myself included). I am cheap...and the weird thing is, I'm actually proud of myself for it. I'm alway getting compliments on my clothes (people actually think I spend hundreds for them!). What they dont know is...I pay about as much as you do for them (well, maybe a little more..depending on how nice they are). The other thing they dont know is...I have had some of the clothes for years (even a decade). The key to looking good is not about how much spend, what brand you're wearing, nor how well you are keeping up with the trends (some people over-do this...I thinks thats why fashion of the past always looks awful). The key to looking good is wearing clothes that compliments your body!

I sympathize with you...just wondering...what ethnicity are you? I'm chinese, and I find that many of my chinese friends are also an "A" cup where-as my viet friends are all a "B" or larger....with exceptions of course.
Yes, yes, before anyone is ready to bash my comment about how not all asians are flat, keep in mind this is only based on MY experience and opinion, which I render is not wrong.
Anyways, you can always buy the inseam cup things which you tape to your boobs...works well if you find the right one....most of my friends use duck tape...but never tried it myself.
But truthfully, not wanting to sound too cliche...it's not the size of your boobs that matter, it's how you present yourself. If I were a guy, I'd prefer a girl I can stand to look at without boobs than a girl with D cups who's butt ugly....again, just generalizing.
I know one of my friends is probably flatter than I am, (AA maybe?) but she's completely confident about herself...even confident enough to wear bikinis! She's charismatic and never runs out of dates.
Sure, there are superficial a$$holes out there, but who cares? It's how you present yourself. If nothing helps boost your self-confidence, plastic surgery is always a risky option.

There are very few AF surfers here, unfortunately. There are a few more AM surfers though. The surf culture out here is the best! So many interesting, genuine people, beautiful inside and out.

I'll bet you are- cute that is! As far as the chest issue is concerned, join the club! I'm not very chesty either, but in all honesty I must say that as a petite gal I wouldn't have it any other way! I guess my philosophy is a bit backwards. I tend to think the fact that I am small chested allows me to wear those tops without a care in the world. It relieves me of the "who does she think she is flaunting her huge tits" syndrome. Look at yourself as a graceful ballerina rather than a Hooters chick. However if you're still a bit weary, try throwing a light sweater over your shoulders, it might help you ease into the transition. Also, going braless isn't for everything. It all depends on the top, the cut, fabric, color and weather.
Now my dear, go out there a sport yourself a few of those cute tops you like so much and enjoy the way your shoulders and back soak up the sun! By the way, I hope you'll also try wearing a long sundress with nothing underneath.....
