TAIWAN INDEPENDENCE
OR UNIFICATION?

he most pressing Asian foreign policy issue currently faced by the U.S. is the Taiwan question. The email we receive in reaction to our articles relating to this issue suggests that it's an emotional one for many of our readers. Perhaps one reason for the emotion is the fact that the issue isn't amenable to an easy or simple solution.
     The first historical mention of Taiwan appears to have been when Portugese traders found it to be a resting place on their journey to Japan and named it Isla Formosa. Beijing's claim to Taiwan dates back to the 16th century when a Chinese general fought off the Portugese to claim the island for the emperor. In 1895 the expansion-minded Japanese annexed it after defeating China in a war on the Corean peninsula. China briefly reestablished sovereignty over Taiwan following Japan's defeat in August of 1945.
     At the time the official government of China, as recognized by most nations of the world, was under the control of the Kuomingtang headed by Generalissimo Chiang Kai-shek. He was engaged in a desperate war against Mao Tse-tung's peasant army. Despite billions of dollars of aid by the U.S. based mainly on intensely partisan reporting by Henry Luce's Time/Life empire, the spectacularly corrupt Chiang lost that war and fled to Taiwan with 2.5 million followers.
     He established the present government of Taiwan on December 7, 1949 and proclaimed it the sole legitimate government of all China. Mao made the same claim. The claims competed until 1971 when it became clear to most of the world that Mao's was more persuasive. Taiwan was kicked out of the UN. The Beijing government took its place as a permanent member of the UN Security Council, a seat given in recognition of China's role in fighting Japan in World War II.
     Mired in its own misguided war in Vietnam, and intensely fearful of anything red, the U.S. was one of the last nations to recognize the legitimacy of Mao's government. In 1972 Richard Nixon made his historic journey to Beijing. In 1976 the U.S. took the next step by recognizing the People's Republic as China's sole legitimate government. It began pursuing the "One China, One Taiwan" policy under which official diplomatic contacts were exclusively with Beijing but continued to sell billions of dollars a year of fighter jets, helicopters, tanks and missiles to Taiwan to help defend against a possible Chinese effort to refunify by force.
     In 1997 President Clinton declared a "strategic partnership" with Beijing over intense Republican objections. It was an astute recognition of the fact that China's 1.2 billion people must be accorded a central place in U.S. foreign policy. But the historic, moral and economic ties that bind the U.S. to Taiwan's 23 million people stand squarely in the way of cutting off arms sales and renouncing the pact under which the U.S. obliged itself to come to Taiwan's defense in the event of attack by China. That U.S. pledge and continuing arms sales continue to inflame Beijing to periodic bursts of violent anti-U.S. rhetoric.
     Taiwan has been a domocracy since 1989 when it legalized opposition parties. It held its first democratic presidential elections in 1990. Lee Teng-hui handily won to keep the presidency which he had originally gained in 1988. Lee won again in 1996. Since 1997 he began efforts to warm up relations with Beijing by agreeing to enter into negotiations under a "One-China" framework with an eye toward eventual reunification. Beijing's leaders continued their highly successful campaign of pressuring diplomatic partners into severing ties with Taiwan. China even raised hell when Lee made a semi-surreptitious trip to New York in 1997. Since then China has scared neighborning nations like the Philippines into not allowing Lee to enter. As of 1999 Taiwan's diplomatic allies number about 18 out of about 220 nations on earth. All are tiny, impoverished Central American, African and Pacific Island nations that appreciate Taiwan's generous aid packages. Pago Pago is considered a major ally.
     Feisty Lee Teng-hui launched his own guerilla offensive in July, 1999 by declaring over German radio that Taiwan was in fact a separate state and would negotiate with Beijing on an equal footing. That sent Beijing into a tizzy. It fired off bombastic threats to take Taiwan by force and to annhilate the U.S. Navy if it intervenes. On October 18 during his British visit Chinese President Jiang Zemin assumed a softer, more relaxed tone in telling a London newspaper that China would be peacefully reunited with Taiwan under a one-nation two-systems formula by the middle of the next century. One might have expected Lee to have been relieved by that statement. Instead, he brushed it aside as "a hoax". China should try instead to set a timetable for its democratization as that was the only way to ensure reunification, sneered Lee's Mainland Affairs Council chairman Su Chi. Most polls show that a clear majority of Taiwanese prefer to maintain the status quo indefinitely rather than moving toward unification.
     Beijing's reunification mandate appears based on the idea that in winning the mainland, the Chinese people had rejected the "criminal" Kuomingtang and its right to rule any part of China. It also sees Taiwan as a galling symbol of the division wrought and preserved by western imperialists -- namely, the U.S. -- seeking to enjoy global hegemony at the expense of Chinese dignity.
     Meanwhile the U.S. remains on the hook to defend Taiwan and sell it arms though doing so keeps its relations with a quarter of humanity rocky and on edge. Under its current policy the U.S. is the asbestos firewall that keeps friction between the two sides of the Taiwan Strait from igniting into war.
     Should the U.S. continue alienating Beijing to help Taiwan protect its independence or improve relations with China by pressuring Taiwan to reunite?

The TRUTH about communism is that IT DOESNT WORK.
Communism is impossible to achieve because of the inherent greed in society of the common man.
In China's case, Capitalism can be seen in any of the major cities in the form of restaraunts, joint ventures and modern malls.
The medical system's design here is socialist. The schooling system is 100% ridiculous. They seperate people from every top 10 %.

A person who ends up working in Mcdonalds or KFC will BE working there forever. In America you have a chance to become something better even from a low end job. China is dooming its citizens to flee its boarders. These guys can talk all this BS but the TRUTH is, nothing they say matters in the least.

As for China's government:
China is 6000+ years old and today is still a poor country filled with farmers, 500 millions of "GONG REN" workers and students who are trying to ESCAPE China to America.
I just came back from a lecture advising students in college about the TOEFFEL and GRE to apply to America wherein, they were advised to go to Canada and then try to migrate to the US.

What can you say that will alter the TRUTH of the situation? The truth is, China isnt going anywhere anytime soon. In the next 5 years, China will be the world's largest internet market. The world's largest internet market with a low average home income and no credit whatsoever.
In the next 10 years, China will be alot stronger than it is, but the people there will still be fleeing to America.
China's backwards, RED commy system which allows no freedom of thought ARRESTED 33 internet users just wo days ago for looking at pro democracy websites? AH HAH

Isn't youth usually too quick to act? I'm sure America would enjoy giving them a dose of reality and showing them how little the Chinese army is capable of doing.
Obviously China hasn't learned much from the wars of the last century (especialloy the 70s and beyond) if they're so eager to go to war with mostly obsolete hardware. Even then, their forces still have inferior training and preparation (beating down monks and students don't really count as battle experience).

The Truth,

Sure you can be anti-CCP. But the truth is they are the only game in town. So you can sit on the side line and lament. Or you see that the CCP is changing and so is the PRC.

There are 500,000 of us ROC citizens that see that this ideological debate of the PRC system (which is working) and the ROC system (which is not working) is useless and will not keep people fed.

Now that ROC has a President from the DDP party for 2 years let's ask these simple questions.

1) Is Taiwan independent? no
2) Is Taiwan economically getting better? no

If you ask the young people of China, yes, most of them would risk their lives for reunification with Taiwan, if necessary. Obviously, most would prefer a peaceful solution, but if Taiwan declares independence, most would fight war.

This is not about economics nor about the people or their wealth, but about sovereignty and strategic positioning. Taiwan has always been a part of China. Its own Constitution says this. Strategically, Taiwan is too close to the Mainland and is in the middle of too important a sea lane for China to not control.

It is the young people in China who are more hardline on the issue of Taiwan. The elders are more moderate and patient. For example, it is the young generals of the PLA who argue intensely for an immediate military solution to the Taiwan issue. The Old Guard are the ones who are counseling patience.

Nobody asked you to love karl Marx, actually many reported that Marxism has left China.

Today Chinese are working hard toward their goals with the market economy reform. No one can deny the great progress and the momentum is great. And younger generation of leaders in Beijing is taking over. You ain't seen nothing yet.

And BTW, more and more Taiwanese are living in China (probably happily.) They (unlike your message suggested) don't seem to have problems. It's said about 3/4 million Taiwanese now live in China on long-term basis. Businessmen, professionals, husbands, wives and young children. We all know it's not easy to please ladies, but they seem happy there. And many of them trust their children to Chinese schools. Actually many Taiwanese want their children to grow up like regular Chinese with other local Chinese school children while there are special international schools and Taiwanese schools available. Wonder why...

And the number of young Taiwanese students attending Chinese schools is also increasing rapidly. You find them in Beijing, Shanghai, Fukien and Canton/HK. Many prefer mainland schools. Wonder why we see this big increase...

And very frequently, you read news about Taiwanese military personnel, intelligence agents, civilians ran toward/worked for mainland. Some were "patriotic Taiwanese heros" before they went to mainland. And I know the answer because it's very natural for Chinese (including Taiwanese) to work with other Chinese and live like other Chinese on mainland or Taiwan. The future is indeed promising and will be shared by all people.

The world is evolving quickly and it doesn't revolve around you or your badness and sadness theories. Wake up and smell the coffee!

Exactly, the only reason Taiwan tries so hard disassociate themselves from China is because of communism. Had communism never existed in China, I can almost guarantee that no Taiwanese would deny their Chinese heritage. Not to mention you got those idiots who always accuse you of being Anti- China or Chinese when you speak ills about communism. Those of us with common sense know that we are clearly anti-commies. They obviously equate the CCP with Chinese which is an insult in itself to all Chinese, therefore they're the anti-Chinese in this case.

They do not want to be communist. They do not want China's rediculous education system and furthermore, they do not want to be poor. Taiwanese per capita make more than any Chinese resident per capita in Shanghai, Beijing or Hang Zhou, the major economic zones besides HK. Hong Kong's economy right now is at a STANDSTILL. I can prove it with reports detailed and labeled. Perhaps reuniting with the PRC has something to do with that.

How much do you think ROC conscription makes for 2 years? It dirt poor also. I remember stories of ROC males getting R&R from basic training for 4 weeks by getting circumcise by a non-medical personel.

Read the world journal or any other newspaper in Chinese. They do polls everytime Pres. Chen says something about Taiwan's status. Everytime only 1/3 - 1/5 of the people respond they are willing to support independence in the near future. 2/3 of the people are not for independence on Taiwan.

If that is the case why do 500,000-600,000 ROC citizen live in the PRC permenantly to conduct business. That is 5% of the entire Taiwan population living under "communist" rule. I have many classmates that have recent gone to China to start businesses.

If you stay in Taiwan you will become poor. Taiwan economy is shrinking and it has not even unified with China yet. Taiwan economic growth, like Japan and USA, are dependent on penetration the PRC economy.
