The Chinese government is very intrusive in the birth of a child, and dictates many rules of birth. They set stringent rules on the number and gender of children allowed to live, typically one in urban areas, and two in rural areas. Gender does matter, because if the first child is female and the limit is one, a second birth is sometimes allowed. This is in favor of a male child; "In July the Liaoshen Evening News reported that in a township of Liaoyang County, Liaoning Province, the male to female sex ratio was 306/100 for second children born between 1992 and 1999. After operating for 7 years, an illegal sex determination clinic was exposed when an outraged citizen called the Liaoyang City mayor's hot line (1)."

Penalties for violating the family planning (eugenic) rules are severe. "According to the State Family Planning Commission (SFPC) 1996 Family Planning Manual, over 24 million fines were assessed between 1985 and 1993 for children born outside family planning rules. In Quanzhou, Fujian Province, the fine for violating birth quotas is three times a couple's annual salary, to be paid over a 12 to 13 year period. In Shanghai the fine is also three times the combined annual salary of the parents. In Zhejiang Province, violators are assessed a fine of 20 percent of the parents' salary paid over 5 years. According to Guizhou provincial family planning regulations published in July 1998, families who exceed birth quotas are to be fined two to five times the per capita annual income of residents of their local area (1)."

Female babies are not the only victims of the family planning rules. The government has set laws to keep other undesirables from living. "The Maternal and Child Health Care Law forbids the marriage of persons with certain specified contagious diseases or certain acute mental illnesses such as schizophrenia. If doctors find that a couple is at risk of transmitting disabling congenital defects to their children, the couple may marry only if they agree to use birth control or undergo sterilization (1)."

Even ethnic groups are judged before birth. "Authorities increasingly are pressuring minorities to limit births. AI reports that, while members of the Uighur minority in Xinjiang are allowed to have 2 children in urban areas and 3 in rural areas, there has in fact been pressure for them to have only one. In remote areas, such as rural Tibet, there are no effective limits, but Tibetan government employees and Party members are encouraged to have only one child (1)".

By controlling mating patterns, the Chinese government has already decided the perfect race. Eugenics does not apply to merely height, but gender, ethnicity, mental state, and much more.

the best way to increase chinese height is to have chinese government allowing couples who average over 5"7 to have multiple kids, (male + female) / 2. in other words, excluding them from one kid policy.

Okay chinatown, you got me there. I did hesitate because my real message would be rather harsh against the nation of China, and all 1.25 people of that Republic. But if you want the real reason why I believe eugenics is possible, here it goes.

The Chinese government, while ideologically a Communist Marxist state that believes in equality for all people, is in reality an "authoritarian state in which the Chinese Communist Party (CCP) is the paramount source of power. At the national and regional levels, Party members hold almost all top government, police, and military positions (1)." The government has a long and consistent history of oppressing human rights, and does little to address discrimination when the human rights of its people, or at least the people whom the government decides worthy, are violated.

Discrimination continues rampantly, even as China enters the 21st century. Women face domestic violence, and female infanticide is disproportionately high. At the workplace, laws to address sexual harassment are nonexistent, and women face significantly less opportunities in hiring, less wages, and greater chances of layoffs, compared to men. Despite a 1990 law which address discrimination against the handicapped, "many do not receive or have access to special assistance or to programs designed to assist them. Misdiagnosis, inadequate medical care, pariah status, and abandonment remain common problems (1)." The handicapped still have trouble with access to buildings, and finding employment. With a population of 1.25 billion, China has many ethnic minorities facing discrimination. See (1), section 5, "National/Racial/Ethnic Minorities" for details.

China has faced population pressures, and has implemented a one-child policy in the late 1970s in an effort to reduce population. A negative consequence has been female infanticide. Nationwide, 114 to 117 baby boys are born for every baby girl (1), but that figure jumps to 140:100 in the poor rural areas of China (2). "The government issued a ban on sex-selective abortions in 1993, and in 1995 passed a law criminalizing them. Still, Chinese and Western doctors say, the practice continues (2)."

Another consequence of overpopulation has been the lack of jobs for many of its people. "Rural unemployment and underemployment combined are estimated to be over 30 percent (1)." Urban unemployment is over 20 million, and a floating population of rural persons searching for jobs in cities is between 80 to 130 million (1).

Now, let’s summarize what’s going on in China. The authoritarian government has done so little to deal with continuing discrimination. The government is trying to reduce the population. The government still cannot effective address the female infanticide problem of the one-child policy, i.e. the government still cannot deal with another example of blatant discrimination. China has a high unemployment rate. With a record like that, why in the world would the Chinese government deal with height discrimination? Of course, they could care less if short people are discriminated (See (3) for examples of height discrimination) against. If the govt with so much power were even to begin actually battling discrimination in an effective manner, then they would address these major issues first before dealing with discrimination of other issues (height, weight, etc...). But they haven't done so.

By intentionally allowing heightism to continue, shorter people cannot find jobs (especially with such high unemployment), and cannot support a family. Over time, the Chinese race becomes taller. With an overpopulated nation facing high unemployment, China can easily afford to lose 200 million people and still be a billion strong. If you’re going to reduce the population (as the Chinese government has been trying since the 1970s), then you may as well start cutting off the people with the "less favorable" genes first.
