APACI was founded in March, 1995 to enhance the participation of Asian Pacific Americans in national public policy. On January 2, 1996, Francey Lim Youngberg took the chair as its first executive director. That same month, Philippine-born Youngberg was named one of the 15 Washingtonians of the Year by Washingtonian magazine.
She graduated magna cum laude from Wellesley College in 1985, and Harvard Law School in 1988. She practiced with Morgan Lewis & Bockius in Philadelphia and Hogan & Hartson in Washington, D.C. before joining the Commodity Futures Trading Commission where she worked until being appointed to CAPACI. Youngberg has been married since 1996.
